Why the first draft should not live in Jira
The first spec is supposed to be wrong in small ways. Tickets are not a good place to be wrong in public.
A Jira description has an audience: whoever is assigned, whoever is auditing, whoever searches six months later. A first draft has a different job — get the problem, users, and “done” onto one page so you can argue with it.
When that argument happens inside the ticket, every cut looks like scope change. Comments accrue. People quote an early paragraph that you already abandoned. The record and the thinking get glued together.
Draft outside. Review it. Then paste the version you would defend into Confluence or Jira. Keep Working Draft, or a doc, as the scratch space. The official tool gets the copy that survived.
This is also why Working Draft does not connect to Jira. You paste out. That is the product, not a missing integration.
